Phase I of the project is being scheduled to begin in the Spring of 2023. It may take up to five and a half years to complete. Phases II-IV will follow in succession, and in an order, that depends on market conditions and demand for the planned facilities and resources.
The plan for Phase I of the project calls for the development of 20 acre neighborhood park that will include recreational amenities for exercise, hiking, and biking and open space dedicated to gatherings and events.
The Market Village is scheduled to be developed in Phase I. It will include an approximately 15,000 sf Farmer’s Market that will provide access to fresh produce and a range of food products. Open space in the planned Mercado will also be used to host concerts and other entertainment for the public. Its direct connection to the Park will also be leveraged to provide welcome services to Park visitors.
The large open space in the planned Park can be used for a variety of sporting events by Park visitors unless events are planned that would conflict with that use. Unfortunately, dedicated athletic fields were not possible at the project site.
Risks of development of the former landfill site will be minimized and controlled through extensive environmental studies of the site conducted by the developer subject to receiving approvals of development plans from all required agencies, including the Arizona Department of Environmental Quality. The City will continue to be responsible for operating, monitoring, and maintaining the Landfill's existing methane gas systems and groundwater wells and shall continue to be responsible for all liabilities relating to the City's operation and closure on the Landfill.
Arizona Fresh and its development partners are responsible for all costs associated with and the construction of the facilities planned for the project site and the upfront development costs associated with the infrastructure and Park. City Council may consider possible reimbursement of some of the cost of the public infrastructure (water, sewer and street improvements) to support the project. Once completed, the infrastructure and Park will be dedicated to the City to operate and maintain as public facilities.
Jobs: An Elliott D. Pollack & Company study estimates that over 1,500 jobs will be created by the proposed Phase I development.
Access to fresh produce: The Wholesale Market and related retail outlets will directly provide local access to fresh produce on a daily basis.
Education resources: Facilities dedicated to the delivery of educational programs, collaboration with academic partners, and innovative activities of the food distribution system on-site will provide special education options for engagement with the community that will feature sustainability, data analytics, nutrition and food safety among other technology-driven topics.
Entertainment: Resources are planned for the site that will be available for hosting a variety of community inspired events with support from the City.
Recreation amenities: Over 20 acres of connected open space for exercise and gatherings will provide opportunities for pedestrian-friendly exposure to the entire site and space for a variety of sporting events.
